Fix Sidebar Nav module not loading custom templates.

A bugfix is now in place to address an issue related to the Sidebar Navigation module.

Resolved:

create custom template for ucsbwebsub theme if module is enabled
create new custom template for ucsbweb theme
fix uninstall issues not removing the Sidebar Nav Menu Block from the Primary region. If trying to install module again, install fails with message: 'block' entity with ID 'sidebarnavmenublock' already exists.
